Handsome Ned is the most handsome fella in all of Oz according to Dorothy at the start of Battle for the Silver Slippers.
He was cursed with horns by the wicked witch, and Ozma, tiring of undoing hundreds of the spells, briefly considers just covering the horns with a hat before eventually relenting and removing them.
